XRechnung error BR-DE-26: charge base amount missing
BR-DE-26 requires that when a document-level charge (BG-21) includes a percentage, the base amount (BT-131, BaseAmount) on which the percentage is calculated must also be provided.

Cause
The invoicing system exports a charge with a percentage but omits the base amount that the percentage refers to.
Fix
Add the BaseAmount for percentage-based charges. Example: 5% surcharge on net amount €1,000.00 → BaseAmount = 1000.00.
