Peppol (Pan-European Public Procurement OnLine) is a European network for exchanging electronic invoices and other business documents. The most common format is Peppol BIS 3.0, based on UBL 2.1. In Belgium, Peppol B2B invoicing has been mandatory since 1 January 2026.
What is Peppol BIS 3.0?
Peppol BIS 3.0 is a UBL 2.1-based invoice profile used on the Peppol network. Peppol is not a file format but a network of certified service providers (Access Points). In Belgium, it is managed through the federal Mercurius platform.
Who sends it?
Peppol invoices are sent by Belgian and Dutch businesses, and by EU suppliers to government. In Belgium, B2B e-invoicing via Peppol has been mandatory for all VAT-registered businesses since 1 January 2026.
